Checks are computed locally from published check-digit and format rules (and, for EU VAT, optionally the EU VIES service). A pass proves a number is well formed, not that an account, card, tax registration or business exists or belongs to anyone. Never send real card numbers; use published test numbers. Not financial, legal or tax advice. Every paid response carries a disclaimer field.
